Assume its head lice. The same stuff will kill bed bugs. you have to tell the rest of your family and treat the whole house to get rid of it. Get some rid, then take all your clothing and bedding to a laundry mat and wash it all. Bag up all your soft toys and stuffed animals for two weeks, then vacume all the carpets, and get some of that lice spray for your beds, your couches, and your chairs. Any carpeted area needs to be sprayed thats not on the floor. Vacume well.

In two weeks, if your still having problems, you have to go though it all again. And make sure to let other people who have had recent contact with you know, as they may have gotten it too.

Beside this there has been mass outbreaks in the USA of Lyme disease from ticks, as well West Nile virus from mosquitoes. You can find some good information below. You don't have to wash everything. Drying in the dryer can be sufficient and even freezing, although freezing takes longer:
Getting rid of bedbugs is actually easier than you think - all you have to do is run them through a washer and dryer. A lot of people think it has to be more complicated, but that's not the case - even about five minutes in most dryers is enough to kill both the adults and the developing bedbugs (larva, nymphs, eggs). The reason they die off is because of the heat - they just can't survive the temperatures (up to 175 degrees) of most washers and driers.

What if you have something you can't put in a washing machine (stuffed animals, rugs, shoes, etc.)? If you can put it into a dryer, that's good enough, and it's the most effective way to get rid of them. Dry cleaning will also do the trick.

One other option is to put the item in a plastic bag and stick it in the freezer for about a week. It takes much longer to kill them using cold than heat, so it's not ideal. But if you absolutely can't wash it, and it won't be damaged by cold, then you can put an item in there and they will die off eventually.

Not sure where your friend lives, but in north America, a great many invertebrates are permitted.
Only few are classified by the USDA as invasive, protected, or otherwise not permitted.

I have never considered lice or fleas, Bedbugs I have only seen as a kid.
I know there are over 3000 species of lice with 3 categories of diet preference, all parasites, and over 2000 species of fleas with a dozen different type of feeding habits.
What studies I have done were of IPM nature, Never kept them in sense of pets, and if they originate from the wild, they can be vectors of a host of pathogens. Some species may be able to co habit for their dietary nature, that you can try for trial and error and log keeping.
IMHO, there are far better pet arthropods, larger, easier to keep and maintain.
Pets are not permitted in my complex, but my LL seems to have no problem with some of my arthropods.
What are technically pets, are such as a few spiders and caterpillars. I have considered snails.
Other bugs I keep are more feeders for the spiders, fruit flies, earwigs, and crickets.
The complex is literally bug free, so If I have escapee problems, it could mean the end of my pets.
Many arthropods are suitable for captivity, and likely far more interesting than your choices, unless you are doing some heavy study on ectoparasites. As an amateur arachnologist, I have kept a few ticks and mites, one needing a host, the other a vegetarian.
Your bugs will live on land, some needing a host or proper vegetation, and all will need some form of water to survive.
I might suggest some of the university IPM sites for more information about your choices for inverts, and such topics covered are habitats, diets, breeding, behaviors, and of course pest management.

Apartment buildings are one of the most difficult to treat for bed bugs. The problem with spraying is that the insects have the opportunity to hide in the walls and spread from unit to unit. Also, apartments with clutter make it difficult to treat walls, baseboards etc. Also, furniture in front of walls makes treatment difficult.

When an apartment has bed bugs, all adjacent units need to be treatment. This includes those next door, above and below the problem apartment.

Most building managers will try to limit their costs by only treating the problem apartment. They often ask tenants not to discuss the problem with neighbors. As indicated, this is a mistake. Be sure to contact your neighbors, as their apartment could have been the cause, that spread to yours. It is next to impossible to determine how an infestation started in the building. Also, contact your local 411 hot line or local department of health. With will create a legal record that you have a problem, an important consideration if you need government or legal action to get out of a lease or to force a landlord to take action.

If the initial extermination methods do not work, which are usually some combination of vacuuming, sprays and fossil dust, the building management will either need to 1) fumigate the entire building or apartments affect, or 2) use heat treatment on the entire building or affected apartments. Heat works by raising the temperature in the building to levels at which bed bugs cannot survive. It is 100% effective and chemical free. Both chemical and heat will be effective. I prefer heat (called thermal remediation) (see resource for more information). This can be expensive which is why many building managers resist this approach.

If your landlord does not take action, try contacting your local health department to see if they can help. Also either the City or State Attorney General's office can help enforce any laws in your area that regulate landlords and bed bugs. Note that many States and Cities do not have laws that help, which should change as bed bug problems increase.

In the mean time, the resources listed below have some suggestions that could help protect your family. This includes:

- Sealing base boards with caulk

- Placing fossil dust around the perimeter of the room

- Moving beds 6 inches from walls/furniture

- Wear tight fitting clothes to bed

- Treat the mattress with heat using a hand steamer or even a hair dryer (hold on each section of mattress for 30 seconds to generate heat needed to kill insects)

- Treat the perimeter of the apartment with a residual bed bug spray (see resource for suggestions), which will kill bed bugs for several weeks

A kit is the most economical way to purchase the combination of products needed (see resource for suggestions), however, remember that all adjacent apartments need to be treated for lasting protection.

If all else fails, you can reach out to local politicians, organize a rent strike (place rent into escrow with the help of a lawyer via your local legal aid society) and even reaching out to the media for help. All landlords hate publicity.

It might be you have terribly dry skin. If most of your itching in on your legs I would put a lot of lotion on them to help with dryness. Or calamine lotion works great to stop itching from an allergy. Maybe you need to change brands of soap or laundry soap. My own skin is extra dry during the winter months and the only good thing that helps it is lotion or calamine lotion. I vacuum often and use the dust mop often, but I know every year during winter it is terribly dry. Mostly when I use either of these products it goes away. I hope this might help you too.
